At that time, cooperatives were set up in the USSR that made Metallica, Slayer, Motörhead and other band merchandise, including this pin.

It is unlikely that they were made specifically for the 1991 concert, but rather at the same time as all the other Russian metal pins of that period and it is however very likely that they were sold before that concert. But also in rock shops throughout this period.
